I wanted to try something different from my usual stuff, so I went ahead and made my first ever pixel art! I decided to add a little floaty animation for fun...I know the hair and cape and skirt should move too (if this were a proper animation), but I think this is good enough for a first attempt.
Anyway, It's Cindy Vortex as Special Girl, of course, because I started drawing and that's what it turned into. I went for an outrageously cute style, largely inspired by *

Her pose and anatomy and everything are really great, well done! Though the hands look a bit odd, I really like how the hair and cape flow. It really is pleasant to the eyes, bravo!
However, the stark contrast of the colours, especially the outlines and the highlighting beside the outline, seem to make the piece look blocky and rough around the edges -you can see it the most in the hair. I find it tough myself to colour and shade pixels without overpowering and making the picture look "sharp", and I know lots of great artists you can learn from (link below).
(Keep in mind pixel shading and normally shading are very different.)
Also, I really really like the background. ^^ It goes very well with the girl and it really ties the piece together! One thing that I would change though is the streaks following the white stars; they look a bit rough and unnatural. Well done overall, I really enjoyed this and I look forward to future works!
(=firstfear, *orihichan, *Kiwinuptuo, *Kezzi-Rose are some great ones I can think of from the top of my head; I know for sure kiwinuptuo has some great tutorials and I think firstfear has one or two as well. I hope this was helpful! )
